Mental Retardation

About Mental Retardation Services

The following is an array of services available to individuals with mental retardation. It is the philosophy of the Mental Retardation Division that our consumers should have the best possible opportunity to become active and productive members of the community. It is our desire to preserve and promote a continuum of quality services, under the least restrictive environment, to meet the needs of all persons with mental retardation within El Paso County.

Admissions

Admissions provides the individual an opportunity to be exposed to all services offered through EPMHMR and receive information on eligibility criteria for the programs, as well as available resources in the El Paso County. The Core Admission Team consists of a Social Worker and a Registered Nurse. The Admission Team is the first point of contact for individuals seeking mental retardation services. Individuals are advised of all available supports and services which include the entrance criteria, advantages and disadvantages of programs as well as information about EPMHMR's commitment to the least restrictive environment. Individuals must be El Paso County residents, at least (3) years of age, have a diagnosis of mental retardation and requesting services for EPMHMR, MR Division.

Service Coordination

The MR Service Coordination Unit is based on the philosophy is that service delivery to individuals with mental retardation must be responsive to their special needs in order to assist them in achieving the highest level of independent functioning possible in the community. Responsiveness to individuals with mental retardation is maximized through a supportive relationship with a Service Coordinator. The unit provides Service Coordination services based on the individual's setting. All services and supports are through the Interdisciplinary Team process and with total consideration to the least restrictive environment. Service Coordination is a core service which provides an individual served by EPMHMR with a single accountable staff person who ensures to the extent possible that the individual is served. Individual's must meet eligibility criteria as defined by DADS Case Management Operating Instructions.

Eligibility Determination & Initial Enrollment

Mental Retardation eligibility Determination provides evaluations or verification of an evaluation for individuals believed to be mentally retarded. Determination is made of the individual's Intellectual Level of Functioning and The Adaptive Behavioral Level. Individuals must be El Paso County residents, at least three (3) years of age, suspected of or known to be mentally retarded with onset prior to 18 years of age and seeking supports and services in the community.

Rehabilitaion Services

Rehabilitation services is a consumer-driven, integrated system of delivery approach that meets the needs and choices of individuals with a diagnosis of mental illness and mental retardation. Rehabilitative services are provided on a one-to-one and small group setting. Services include assisting and supporting the individual in managing the symptoms of his/her mental illness, training the individual in the skills needed to cope with the demands of the individuals chosen environments, modifying characteristics of the environment when necessary and strengthening or developing social support networks.

Supported Home Living

Supported Home Living is provided to individuals living in their own home or natural (family) homes. These services include provision of assistance, training and support necessary for the individual to complete personal care, health maintenance and independent living tasks: participate in community activities, and develop, retain and improve independent skills. This service includes providing transportation to facilitate the individuals participation in community activities and use of typical community services. Services are primarily provided on a one-to-one basis to the individual and/or family either in their home and /or in a community setting. Service components are based on individual need.

Respite

Respite provides/secures respite services for Center identified individuals who are eligible according to the DADS priority population for Mental Retardation. Respite, In-Home includes services provided in a person's home to relieve other family members or primary care provides of their responsibilities for providing care on a temporary basis for a short period of time. Respite, Out-of-Home is designed to provide care to and supervision of individuals outside of their usual residence. The MR Respite promotes contracting out of the home respite services to qualified providers. The provision of service delivery is based on appropriated funds, availability of bed space and the ability of the contracted provider to meet the needs of the identified respite recipient.

Supported Employment

Supported Employment Services are intended to lead to employment. The clear intent of these services is to assist consumer to secure individualized competitive employment by offering supports in choosing, getting and keeping employment at community businesses. The duration of the supported employment services may vary.

Habilitative Site Based Skills Training

Northeast Development Training Program provides an alternative for consumers not participating in full-time vocational training. This services includes activities designed to assist in the acquisition, retention, and/or improvement of adaptive skills. Training is provided in four major functional skills acquisition areas, community inclusion, and general activities.
