Therapist Tech IV/NEOP
Provides rehabilitative services designed to assist individuals in achieving an optimal quality of life. The goals of rehabilitation services include: Development/enhancement of community living skills, increased management of mental health symptoms (symptom management), increased knowledge about medication, supported employment skills training, decreased psychiatric hospitalizations, and increased community tenure. Job responsibilities include development of rehabilitation treatment plan, development and delivery of rehabilitation services and documentation of progress. The Rehabilitation Specialist is required to participate in on going staff development and will maintain cooperative working relationships with all agency staff, and community partners. Rehabilitation Specialists are required to work individually with consumers independently developing and implementing rehabilitative services, which are based on consumer desires, medical necessity, and the Rehabilitation Specialists judgment. High School Diploma/GED or 60 hours of undergraduate work preferred.
MHMR Aide /Su Casa (In-house only)
Educates and assists adult citizens with mental retardation in the development of independent living skills. Will follow all policies and procedures outlined in the personnel Policies and Staff memos. Will do daily observation notes. QAIS Questionnaire, PCP Assessment, Residential Summary Reports, Med Evaluation and Events Reports as required. Will supervise self-administration of meds and assist in meal preparation. Will conduct off-ground activities as assigned. High school diploma/ GED. One year of experience with mentally handicapped population preferred. Some experience in the MHMR environment.
Psychologist (Contract)
Develops Behavioral Plans for individuals with mental retardation, autism, or pervasive developmental disorder and for individuals with a dual diagnosis of mental retardation and mental health. Serves as a consultant to other professionals. Provides feedback to the interdisciplinary team regarding evaluation and appropriate treatment for an individual's specific illness, disease or condition, level of functioning, and prognosis. Behavioral Plans will be written in accordance with accepted standards of practice as set forth in the Texas Administrative Code, the Department of Aging and Disability Services and the Utilization Management and Quality Management Departments of El Paso MHMR. Completed formal education in Graduate School and hold a Doctorate in Psychology and/or Philosophy (Ph.D). Has completed an approved residency training program. Unrestricted license in the State of Texas. Excellent communication and interpersonal skills.
Chief Financial Officer
This position requires highly advanced managerial, supervisory, and administrative skills involving finance, business, and accounting functions. Plans, organizes, and directs fiscal activities, accounting, billing, payroll, and budgeting. Must posses the ability to comprehend State of Texas federal and local level statues, programs, and regulations necessary in a MHMR environment for finance, accounting, and fiscal management. Extensive knowledge of finance administration, budget control, fiscal accounting, MHMR financial programs, governmental accounting and cost accounting methodology. Ability to plan and direct complex accounting programs, budget funds and to apply highly advanced accounting theory. Must be knowledgeable in Microsoft Office, Power Point and Access. Experience in a non-profit community setting preferred. Bachelor's degree from an accredited college or university with a major in accounting or business management.
Administrative Technician II/Benefits Assistance Program
Assists consumers with chronic mental illness and/or mental retardation in obtaining Social security and Medicaid/Medicare benefits. Follows established policies and procedures. Directly supervised by Admin Tech III. Places Priorities on helping eligible consumers obtain Supplemental Security Income and Medicaid. : Prefer 60 hours of college in behavioral sciences or a combination of experience and college will be considered. Required valid driver license with safe driving record. Excellent communication and interpersonal skills.
Clinical Social Worker IV/UMUR
Primary function is utilization management, conducting utilization review and granting and denying authorizations for all MH service packages and services as per the DSHS Utilization Management Guidelines. at least 5 years experience in direct care of persons with a serious mental illness, including experience in an acute care setting; at least 5 years experience participating as a member of a treatment team that develops and monitors treatment plans for persons with chronic and serious mental illness; documented training within the past 3 years in psychopharmacology, medical/psychiatric comorbidity and complications of serious mental illness; and demonstrated competence in performing Utilization Management and review activities. Prefer bilingual English/Spanish. Master's degree. RN, RN-APN, PA, PhD psychologist, LCSW (LMSW-ACP), LPC, or LMFT licensed in Texas. Required valid driver's license with safe driving record.
Accountant V/Lead Revenue Accountant
Performs professional accounting work in carrying out the functions of the Center's Accounting Department. Interprets and manages all funding program and revenue sources, ensuring accounting policies and procedures are established as required by funding programs and ensuring revenue collections are maximized. Work involves performance of detailed assignments in classifying, posting, balancing and reconciling of financial transactions, as well as cost accounting, and does this in meeting with assorted deadlines. Works under the guidance of the Controller, but has latitude for independent judgment. Preferred Bachelors degree in Accounting or related field. Required an minimum of 60 college credits..4 years professional level of accounting experience in a TDMHMR, Medicaid, Medicare, and non-profit MHMR financial/fiscal operations, or similar role. Adult MH Provider Director
Responsible for the overall administration and operation of all Adult MH Provider functions to include all related services as governed by contracts, standards, and respective funding stream requirements. Responsible for ensuring development, monitoring, and actualization of budgets; adherence to all applicable policies and procedures; and complies with the EPMHMR Authority, State, and Federal measures. Provides supervision to all staff assigned. Responsible for the day to day Provider operations to include: RDM Package Provider Services and others); Oversee Clinic operations to include Medical, Nursing, and other Provider functions in conjunction with the designated Medical/Clinical supervisor(s); Performance Contact maintenance, and/or all other assigned operations as directed. Promotes a positive working environment and utilizes organizational learning and team approaches of management. Oversees the directed PMFU process and Unit Pre-Certification process as assigned. Ensures RDM and all other Payer source Fidelity requirements. Peer Specialist/COP
Provides TIMA Patient and Family Education services individually or in a group format. Provides rehabilitative services designed to assist individuals in achieving an optimal quality of life. The goals of rehabilitation services include: Development/enhancement of community living skills, increased management of mental health symptoms (symptom management), increased knowledge about medication, supported employment skills training, decreased psychiatric hospitalizations, and increased community tenure. Job responsibilities include input into the development of rehabilitation treatment plans, development and delivery of rehabilitation services, TIMA Patient and Family Education and documentation of consumer progress and/or regression. The Peer Specialist is required to participate in on going staff development and will maintain cooperative working relationships with all agency staff and community partners. The Peer Provider will attend all unit Clinical Review Panel Meetings (CRP's) as scheduled. Peer providers are required to work individually with consumers independently developing and implementing rehabilitative services, which are based on consumer desires, medical necessity, and the Rehabilitation Specialists judgment. : High School Diploma or High School Equivalence. 1 year experience in a community setting with knowledge of rehabilitative techniques and community resources for chronically mental ill consumers preferred but not required. Has at least one cumulative year of receiving mental health. Prefer bilingual English/Spanish. Required valid driver's license with safe driving record.
BCMHC Caseworker II/Champs
Provides care coordination for youth with SED and high level needs. Care managements services are provided in community-based settings and timed to accommodate family schedule. This includes: home-based assessment, development of individualized service plans utilizing a wraparound process, coordinating resources and services. Advocating on behalf of each participant and their family. Services will be respectful of youth/family's language and cultural needs. Will work as a key member with an integral role in the successful attainment of program roles, objectives and adherence to our mission. 1 year experience of case management or care coordination experience in services to youth with SED and experience in family-centered practice or a wraparound program model is highly desired. Training on cultural competence, wraparound and family-based services desired. Must have demonstrated experience working with individuals from diverse cultures and backgrounds. Bachelor's degree from an accredited college or university with a major in social, behavioral or human services related field, master's degree preferred.
MHMR Aide/PRN Positions

Required ability to pass supervision of self-administration of medication training. Bilingual (English/Spanish) preferred. Excellent customer service skills. Knowledge of Microsoft Office. Prefer prior experience in an MH/MR, ICF-MR, ICF, or HCS setting. High school diploma/GED.
Auditor/Regulatory Oversight
Supports the Regulatory Oversight Department in fulfilling audit assignments, provision of audit findings, and assisting providers in achieving/holding gains in service improvements. Serves as advisor to staff at all organizational levels of the Center on the provisions of applicable Texas Administrative Codes and DSHS/DADS Performance Contract requirements and any regulatory agencies El Paso MHMR works with. Performs the regulatory oversight processes supporting the Provider agreements and contracts. Ensures audit findings and efficacy audits are properly documented. Performs highly responsible technical and consultative work requiring extensive independent judgment in coordination, implementation, and enforcement of agreement and contractual activities related to the network provision of services and supports. Provides technical assistance and consultation to senior management, program coordinators, and departmental heads regarding provisions of the DSHS/DADS Performance Contract, contracts with other State agencies, etc. Assists the Regulatory Oversight Administrator in accomplishment of special tasks. 2 years of experience in mental health/mental retardation setting, experience involving regulatory functions, extensive knowledge of State of Texas contract compliance rules and policies and regulations. Familiarity with all levels of mental health/mental retardation components of service. Prefer bilingual English/Spanish. Bachelor degree in Business, Public Administration, Behavior Science.
Authority Nurse/Liaison Unit
Supervises and supports the Liaison Unit. Responsible for inpatient utilization management activities working together with the UMUR Director. Monitors inpatient admissions and coordinates the discharges and transfers between partnering hospitals. Assists with planning of aftercare appointments. Graduation from a program of professional nursing accredited by the Texas Board of Nurse Examiner and licensed to practice as a RN in Texas. 1-2 year experience in a community setting with knowledge of psychiatric nursing. 2-5 years general nursing experience. Prefer prior experience in an MH/MR setting. Prefer bilingual English/Spanish.
Maintenance Mechanic/Center Administration
Performs responsible maintenance and renovation work in scheduled maintenance and renovation projects on EPMHMR buildings. Performs work involving general building maintenance including carpentry, plumbing, heating and cooling equipment, electrical, painting and minor automotive repair. Prepares estimates for projects, maintains work order logs and submits work orders. High school diploma or GED equivalent Two years experience in a general building maintenance and ground maintenance. Standing 20% daily; bending 30% daily; and stretching /lifting 50% daily. Own general mechanic tools. Prefer English and Spanish.

Coordinates and monitors the total nursing care of COP consumers by participating in the development of the Individual Treatment/Habilitation Plan to include identifying health needs, facilitating recommended follow up, educating consumers and families and providing leadership through working cooperatively in complex situations with other team members while maintaining standards of nursing care/practice. Assists physicians with assessing COP consumers daily while working under standing orders. Implements the center wide Medical Policies and Procedures which pertain to the nursing department, adheres to the nursing code of ethics. 2 years general nursing experience that has provided opportunities to refine competencies in nursing practice and theory. Prefer prior experience in an MH/MR setting. Prefer bilingual English/Spanish. Graduation from a program of accredited licensed vocational nursing practices and policies.
