Ms. Carr was born in Casper, Wyoming and relocated to the El Paso area 27 years ago. She attended the University of Nebraska and received her B.S. in Business/Accounting from the University of Phoenix. She has over 25 years of experience working in the healthcare industry in various management and director positions. In 2001, she established a consulting firm that provides practice management and accounting services to medical practices in the El Paso and Lubbock areas. She has served as a volunteer for the YMCA Summer Youth Program, Volunteers in Probation and the Children's Miracle Network. She is an advocate for women's and children's services and for the promotion of improving community access and availability of affordable healthcare.

Ms. Carr was approved to serve on the MHMR Board by the El Paso County Board of Commissioner's. She serves on the Human Resources and Public Relations subcommittees and as an alternate to the Sun City Board meetings.
